Before Work Starts in a Parramatta Office Tower or Apartment Building

Much of the work in and around the Parramatta CBD happens in buildings that someone else controls: a commercial landlord, a building manager or a strata owners corporation. Sorting out approvals and access first keeps the job on schedule. This is the checklist we work through with clients.

Strata apartment buildings

  • A special resolution. Adding cameras, intercoms or access readers to common property is a change to common property, which in NSW generally needs a special resolution at a general meeting under section 108 of the Strata Schemes Management Act 2015. A by-law is commonly used to record who maintains the equipment and who may view the footage.
  • Privacy-aware placement. Common-area cameras should cover entries, car parks and bike rooms, not look into lots or balconies, and generally should not record audio. Our guide to CCTV laws in NSW explains why.
  • Lift and loading dock bookings. Many buildings require trades to book the goods lift and dock and to use lift protection.

Offices, clinics and practices

  • Landlord consent for the fit-out, including access to risers and the building’s main communications room, which is usually controlled by the building manager.
  • Written notice to staff. Under the Workplace Surveillance Act 2005 (NSW), employees generally must be notified in writing at least 14 days before camera surveillance begins, and cameras and signs must be clearly visible.
  • Contractor paperwork. Building managers commonly ask for a certificate of currency for insurance and a site induction before they issue access cards.
  • Integration with the base building. Tenancy access control often needs to work alongside the building’s own lobby and lift system, so we confirm what is already installed before designing yours.
